Q.

In Step #1, why can't I just cut off the whole elbow and use the remaining pipe to continue?

A.

The quick answer is that the illustration should include a solid surface (concrete, drywall, plywood, etc.) where the elbow connects to the short length of pipe.  Unfortunately, adding another element to this particular illustration would only add to the confusion.  Take a look at these "real world" example pictures, and imagine doing Step #1 to the highlighted pipe connections. The “SURFACE” Arrow Graphic Points to Fittings Flush with a Solid Surface  In the photos below, this arrow points to pipe connections similar to the one illustrated in Step #1—the hub/socket is flush, or almost so, with some solid surface.

The “TIGHT SPACING” Arrow Graphic Points to Two or More Fittings Flush with Each Other   In the photos below, this arrow points to pipe connections where the hubs/sockets of two fittings are flush, or almost so, with each other.
